DescriptionRussell submits that Mr M. O'Ferrall be sworn into the Privy Council before proceeding to Malta as Governor. Russell thanks Queen Victoria for extract from the King of Portugal's letter. Russell thinks the King right in his motives , but understands the difficulties. The idea of some is to detach Portugal from England, and attach her to Spain.
