Russell acknowledges Queen Victoria's approval [regarding the Lord Lieutenancy of Montgomeryshire (vacant by the death of the Earl of Powis) being offered to the present Earl and the Earl of Powis' Garter being offered to the Duke of Norfolk]. Should Lord Falkland be approved by the Directors of the Board of Control, Russell recommends that the Marquis of Donegal should succeed him.
