DescriptionDr John Bird Sumner, Bishop of Chester, is coming to Russell. He has been prepared by the Bishop of Durham for what is proposed. He is waiting to consult his friends as to his nomination as Archbishop of Canterbury. The Bishop of Durham thinks he will accept. Palmerston answered Dr Bowring, that he had no expectation that Austria would interfere in Italy. Landlord and Tenant (Ireland) Bill introduced by Sir W. Somerville. Leave given. Russell says 'Only the anomalous state of Ireland and the necessity of arresting the attention of Parliament in some practical plan would justify so large an interference as the bill proposes'.
