Description
Russell gratified that the office of Paymaster of the Forces is to be given to Wilson, in succession to Macaulay; but he thinks Wilson more suitable as Secretary to the India Board. He would like to offer the Paymastership to Vernon Smith. Letter from Lord Clarendon. The Roman Catholics of Ireland, Russell says, are more loyal than Clarendon is willing to think, but they want energy and self reliance. Russell thinks the question of the Vice-Presidency of the Board of Trade may stand over for the present.
