The Aliens Bill went through Committee with big Government majorities. Privy Council to meet soon to declare Lord Granville Vice-President of the Council. Violent opposition to the Health of Towns Bill [known as the "Public Health Bill"]. Debate adjourned. Lord Granville anxious for an early decision, regarding the office of Master of the Buckhounds. Trevelyan's opinion is that their suppression would be very unpopular; yet any disturbance of arrangements of 1837 would lead to endless difficulties. Russell recommends appointment of a Master, and suggests the Earl of Bessborough, with the intimation that the office may be abolished.
