DescriptionRussell says Robert Blum deserved his fate, and the sentence is defensible. Approaching election of a President must decide the question of the future Government of France. Louis Bonaparte may possibly play the part of Richard Cromwell. The King of Prussia, has not taken so clear a ground, and may find it necessary to revoke his order for the meeting of the Assembly at Brandenburg. Russell is pleased to know Queen Victoria approves his proposal [regarding a Garter for Lord Clarendon]. Russell says it will probably be necessary to send troops to India, not chargeable to this country. He is anxious not to diminish our military and naval force, but says it is essential to keep the Income within our Expenditure.
