DescriptionLord Aberdeen forwards Prince Albert a letter from Lord Howard in Lisbon. Lord Aberdeen expresses his concern regarding the Tariff negotiations and states that it is difficult for the Portuguese government to reconcile the demands of the wine-growers and the manufacturers. He refers to potential discontent at Oporto, the Septembrist party, the King [of Portugal] and M. Dietz. Lord Aberdeen also encloses a letter he wrote to Lord Westmorland regarding the 'Title' (not present).
