Letter from Lord Palmerston to Queen Victoria asking whether he should advise Count Schimmelpennick, Minister for the King of the Netherlands, and Senor Masqueza, Minister for the Republic of New Grenada, to attend an upcoming council with the Queen at Windsor. He also reports on an unofficial conversation with Baron Brunnow and informs the Queen that there are reports that the Kingdom of Poland is to be incorporated into the Russian Empire the following year.
